Invitation to Bid (ITB) – Construction of Outfall Drainage and Sealing Hormuud Road, Kismayo of Jubaland State of Somalia

 



Tender description

1.0 Background
The United Nations Development Programme (UNDP), through the DOWLAD-KAAB Program and in partnership with the Jubaland State Government and the Kismayo District Local Government, is seeking a qualified and experienced contractor for the Construction of Sealing of Outfall Hormuud Road in Kismayo District.

2.0 Project Description
The scope of work for this project includes, but is not limited to, the following:

  • Site clearance and preparation.
  • Earthworks and grading of the subgrade to the specified levels.
  • Construction of a 300mm compacted subgrade.
  • Laying and compaction of a 225mm Gravel Subbase course.
  • Laying and compaction of a 100mm Gravel Base course.
  • Application of a double bituminous surface treatment (sealing) to the specified width and gradient (-2.5%).
  • Construction of necessary drainage structures and outfalls as per the detailed design drawings.
  • All associated ancillary works.

3.0 Tendering Process
Interested and eligible bidders are invited to submit their sealed bids for the execution of the works as described above and in the detailed tender documents.

4.0 Obtaining Tender Documents
The complete set of tender documents in English may be obtained by interested bidders who pay 20 (Twenty) USD from the City Town Hall in Kismayo 15 May Road, Opposite of Freedom Square starting from  3 September 2025 between 9:00 AM and 3:00 PM, Saturday to Thursday.

5.0 Submission of Bids
Sealed bids must be delivered to the address below on or before 15 September 2025 at 4:00 PM East Africa Time (EAT).

Bids must be submitted in a sealed envelope clearly marked with the tender reference number and title: “ITB No: UNDP-DOWLAD-KAAB/KYO/ITB/2025/001 – Construction of Sealing Outfall Hormuud Road, Kismayo. DO NOT OPEN BEFORE 15 September 2025, 4:00 PM.”

6.0 Eligibility and Required Documents
Bidders must meet the following eligibility criteria and submit the following documents to be considered for evaluation. Failure to provide any of the required documents may result in disqualification.

A. Mandatory Eligibility Criteria:

  • Certificate of Registration/Incorporation: The bidder must be a legally registered company with a valid certificate of registration in Somalia, specifically in Jubaland State.
  • Tax Compliance: Provide a valid tax compliance certificate from the Jubaland State Ministry of Finance.
  • Past Experience: Minimum of five (5) years of proven experience in civil works, specifically in road construction and sealing projects of a similar nature and scale.
  • Financial Capacity: Demonstration of adequate financial capacity to execute the project, supported by bank statements or references for the past six months.

B. Required Documents Checklist:
The bidder's submission MUST include two separate sealed envelopes:

Envelope 1: Technical Proposal (Must contain the following)

  1. Bid Submission Form (as provided in the tender document).
  2. Company Profile, including details of key management and technical staff.
  3. Copy of valid Certificate of Registration/Incorporation.
  4. Copy of valid Tax Compliance Certificate.
  5. CVs of the proposed Project Manager and Key Site Engineers (must have relevant qualifications and experience).
  6. List of similar projects successfully completed in the last 5 years, including contract values and client references with contact information.
  7. Detailed Work Plan and Methodology for executing the project.
  8. Equipment and Machinery List available for the project.

Envelope 2: Financial Proposal (Must contain the following)

  1. Priced Bill of Quantities (BOQ) – completed, signed, and stamped.
  2. The financial proposal must be in USD and include all applicable taxes, as per Somali law.

7.0 Pre-Bid Conference
A mandatory pre-bid site visit and conference will be held on 4 September 2025 at 10:00 AM. Interested bidders shall meet at the project site on Hormuud Road, Kismayo. Attendance is highly recommended for a full understanding of the project scope.

8.0 Bid Validity
Bids shall remain valid for a period of 120 (One Hundred Twenty) days from the date of bid opening.
